MOSCOW, November 25 (Fitch) Fitch Ratings has assigned Russia's

Perm Region

Long-Term Foreign and Local Currency Issuer Default Ratings

(IDRs) of 'BBB-' and

a Short-Term Foreign Currency IDR of 'F3'. The agency has also
